Project overview
This project involved the second leg of a multi-phase project to improve State Trunk Highway 22 from its intersection at U.S. Highway 41, north to its intersection with STH 64 to a rural, four-lane divided, limited access highway.
This phase moved the highway to a new alignment for the bypass of downtown Lena, Wis., where the existing USH 141 had an at-grade intersection with County Trunk Highway A that frequently resulted in large traffic back-ups.
Approach
During this project, the new alignment was cleared, grubbed, graded, partially base coursed and two box culverts and four bridges were constructed. STS provided surveying assistance; verified the quality of aggregate base production and placement; designed the culvert and intersection layout; and provided project documentation under the direction of a Wisconsin Department of Transportation (WisDOT) project manager. STS field staff performed inspections for more than one million cubic yards of earthwork balance, the highway structures and the computer-based contract payment and record keeping. Field staff frequently faced changing conditions that were communicated to assist the department in meeting the needs of the project, the public and businesses.

- STS and WisDOT formed a cohesive staff to deal effectively with the many challenging construction issues posed by this multi-million dollar project.
- STS provided extensive project documentation using the WisDOT Field Manager, Field Information Tracking (FIT) and Materials Information Tracking (MIT) software packages. STS worked with WisDOT after completion of the field construction portion of the project to assist in monitoring and resolving contractor payment issues. Further, STS returned to the site the next season to perform project management duties while the contractor completed the grading and base course placement.
