Project overview
Located on the vacant 65-acre Caterpiller industrial site in East Peoria, Ill., Technology Boulevard needed improvements including the reconstruction and widening of 0.7 miles of existing roadway and construction of one mile of new roadway. STS calculated traffic projections for the roadway based upon the latest configuration of planned developments in the project area.
Approach
The project included a Phase I design study to realign and relocate existing Washington Street to facilitate the proposed development and reduce congestion on adjacent roadways. The study included coordination with the East Peoria Sanitary District, U.S. Army Corps of Engineers, Illinois Department of Natural Resources, Illinois Department of Transportation (IDOT) and the City of East Peoria during conceptual design of the Farm Creek bridge; an Environmental Class Action Determination report; traffic projection; and alternate alignment studies.
Phase II design included 5,000 feet of proposed four-lane roadway and 3,500 feet of reconstructed and widened roadway. As part of the design, six intersections were signalized and included video detection systems and the capability for emergency personnel to monitor the intersections via fiber optic interconnection. The project also included a new 150-foot structure over Farm Creek to connect the proposed development area to Camp Street.

Through extensive coordination with IDOT, Caterpillar and the City of East Peoria, STS successfully provided a design that met the needs of the development area, reducing congestion on existing roadways and improving traffic flow.
