Project overview
The City of Wakefield (City) faced an administrative consent order to reduce Combined Sewer Overflows (CSOs) and Sanitary Sewer Overflows (SSOs). With the City’s infrastructure badly deteriorating and new regulations on the horizon, Wakefield required a major infrastructure improvement project at an estimated $11 million. With a declining and aging population, the City needed significant financial assistance and an experienced project management resource.
Approach
STS performed manhole inspections, smoke testing, televising, flow monitoring and I/I study reports. The culmination of these activities eventually led to a Preliminary Engineering report for a multi-phased project that included the total reworking of the City’s sanitary and storm sewer collection systems. STS completed design plans and construction inspection services for Phase I and II of the project. Phase I included the construction of several miles of 8-inch sanitary sewer and four new lift stations. Phase II included a major reconstruction of the Wakefield urban area, which resulted in an elimination of approximately 750,000 gpd of I/I. The project included three pump stations with a large cast-in-place structure with variable speed pumps. The City selected from several options to best suit its budget. In all, STS installed more than 15 miles of new storm, sanitary and water main piping along with city streets and sidewalks. In addition to complete design engineering services, STS guided the City through an alternative funding campaign with the USDA Rural Development that generated approximately $9 million of financial assistance to the community of which more than $4.2 million was in the form of a grant.
