Project overview
The Village of Ashwaubenon wished to redevelop an underutilized and highprofile property along the Fox River. The subject property was in their top priority tax incremental financing (TIF) district. The property required an assessment for possible contamination and site preparation for potential developers. Once the site was prepared, overall improvements were estimated to be over $50 million.
Approach
The site included a number of existing businesses: a successful marina operation, a bread distribution facility, moving and storage business, residences and a parcel with abandoned/junked vehicles. All businesses required relocation. The site was found to be impacted with PCB (polychlorinated biphenyls) contamination from past dredging of the Fox River, and STS identified areas of impact. Negotiations were held with the Wisconsin Department of Natural Resources to obtain a Voluntary Party Liability Exemption that would exempt the Village from future environmental liability. STS performed preliminary engineering, including a geotechnical evaluation, in concert with the environmental assessments to minimize demolition and construction cost for site grading and infrastructure installation.
Client benefits
Using one consultant to provide all site design services allowed coordination of important site feature requirements and incorporation of environmental assessment information. A Request for Development Proposal, co-written by STS, helped select a development team to bring the best value to the parcel. Grants brought the project to financial feasibility. The Village of Ashwaubenon will expend little of their own money to defray site acquisition and preparation costs. |
