Project overview
The Shoppes and Plaza at Grand Prairie Mall in Peoria, Ill., are a boon to the surrounding community and local economy. At 120 acres, the development holds more than 100 businesses, including stores, restaurants, a Gold’s Gym and a 4,000-seat Rave Motion Pictures Theater.
The mall required complex infrastructure engineering and design, and that’s where STS picks up the story.
Approach
Cullinan Properties hired STS for site development and conceptual planning for the Shoppes, a 30-acre big box retail and out lot development, supported by infrastructure including a storm water detention basin.
The project presented complex challenges. The facility’s size required significant site development improvements, especially in road work. STS conducted design studies, including a 2,800-foot, six-lane section of road interchange reconfiguration, signalizing six intersections and other essential improvements for the 500,000-square-foot lifestyle center.
STS also went beyond providing civil engineering and landscape architecture services for Cullinan Properties by actively attracting new businesses to the development, including Old Navy, Dick’s Sporting Goods, Rave Motion Pictures, Baker’s Square, Buffalo Wild Wings and Furniture Row.

The infrastructure and road work for The Shoppes and Plaza at Grand Prairie Mall totaled over $30 million.

Since its grand opening in 2003, the City of Peoria has collected more than $8 million in sales tax revenues from the development. The mall improved the quality of life for local residents and provides a significant source of revenue for this thriving city.
